Does she really mean it

I am a cap.I have been friends with a leo woman for almost 5 years now.We have been dating on and off for about 3 years.We broke up last November and she started dating one of her friends who I think is an aries, not sure though.We still are good friends and we talk alot on the phone.She told me she really likes this guy and that they get along very well together.Last week he proposed to her.She said she needed time to think.Yesterday she called me and said she still has feelings for me and wished that I had proposed to her instead of the other guy.I really do love her and every time I tried to tell her that she would say that she is not ready for that kind of commitment.I am completely confused.Does she really mean what she is saying or does she want to keep me as backup just in case things don't work out with the aries guy—I am really at my wits end.Help please.

No, your're right I didn't really get a chance to propose, but she knew how I felt about her.She told me I was special and that she has never had these feeling for anyone else before.We broke up last time because I had to move to another city and neither of us believe in long distance relationships.Frankly, no I am not ready to settle down but I would like to know if she really loves me or not.
