Oh yeah, and I forgot to mention my parents like to severely limit my time on the road, despite the fact that I've proven time and again that I'm a safe driver. I'm still only allowed to drive to work- and that's only when it's not snowing.

I agree ...long distance relationships are scarry....but i think it can get all the more sweeter for the distance!
How did you deduce that this girl is of the crazy kinds—? Thats absolutley amussing! She is 16...probably very nervous about life and relationships in general! So why not give her a break and give yourself a break too! I think you dont have much to loose by going out with this girl!
If nothing else you'll atleast have your very first experience to verify your intutions about girls! 🙂

As a cancer, she may be moody ( capricious rather ), and may brood over anything and nothing. She may also have to deal with issues of her own, so don't be nervous; listen, and be compassionate.
You may just 'click', so don't waste your time thinking about yourself, but include her, and think 'we' ( at least for the time being ).
Don't come on too strong either, and show your more vulnerable, but firm side.
