It very much depends. If you have a planet in the home sign and house it is pretty strong. You can add to that with conjunctions and Trines...
Opposites or Squares would actually take away
Example in my own chart.
I have Pluto in the 8th house of Scorpio... Sign, Ruler, and house. I also have Mars in Scorpio but 9th house... My Mars is Trines both my moon and Venus in Scorpio and my pluto Trines Neptune in the 11th...
That is what makes it strong... Then next would be Pisces... As obvious Moon and Venus Conj. Less then .5 degree... Mars Trines both in Scorpio... I also have Neptune Sex titling Moon Venus. I do also have Lilith in Pisces and other astroids...
For me it would actually be close. But if you can see it is what is favored in your chart amping up your chart in a sign...
