Placements causing procrastination, inability to make decisions or take action etc?
Just a thing or two I'm seeing that we have in common.. Libra Mercury so we think things over very thoroughly and that can hinder getting started on projects for example, if there is much to consider. Also your Mars sits in the 3rd house (same as me,) which is ruled by Gemini. My understanding is that the ruling energy of any house a planet sits in somewhat influences that planet (along, of course with the sign it is in.)
I also have Mars Square Asc, like you. 🙂

I thought originally that foreign means 'blocked' and not-knowing-what-to-do-with-this-kind-of-energy-so-ending-up-not-using-it-most-of-the-time.

That's what an argumentatively charged up Mercury conjunct your DC angle is for - you will piss some people off and burn some bridges doing that but you'll also find out who your surprisingly good friends and partners are. It's the best shot you have at gaining momentum from what I see.click to expand

Foreign energy to me is exactly as you described there, it's just it doesn't end at people deciding not to use it and case closed. More often than not the story seems to continue where people feel disturbed that the energy feels like it's using them instead, and they feel lost because they don't know how to get off this ride.click to expand

To OP:
if you want to solve your problem with procrastination, you need to collect all the observed factors which have ever made you be easier to start.
Collect the observed facts and try to reproduce that situation.
Some examples:
- music in the background
- somebody/nobody in the house
- random picking one from a long list
- starting with the easiest or most rewarding one

I want to know all the things in my chart that are hindering my ability to get things done, and figure out what to do about it. I know a little bit, like aries is good at starting and not finishing, and libra is mentally lazy and indecisive, virgo is a perfectionist. I want to know why I'm scared or stuck or whatever. I find it really hard to stay on one thing, and to finish it and stick through with it entirely. I absolutely love learning, but when it comes to producing things, or doing something someone has asked me to do, I just take forever or never do it. What in my chart is affecting this, and do you know how I can help it?
