Leo man MIA while away on a trip

I've been talking to a Leo man for two months now. We met in my city through some mutual friends. He lives in another state.
We text every day and he'd call me every other day
He promised to come visit but got caught up with work. Then he asked me to visit him but I was too busy.

He hasn't been to his home country in 16years. He is gone for 3 weeks. He's back this week. I haven't heard from him since he left.

Before he left he sent sexually suggestive messages telling me what he wants to do to me when he returns . After two months of just being interested in each other without overt sexual innuendos.

I realize he is with his family and I totally understand. I just need suggestions from Leos.
How should I react when he calls me after his trip? Cold or act like nothing happened.
2-does this sound like he just wants sex? Why send me racey messages before a long trip away.
3- should he visit me first or should I visit him (as planned)

Ps. I realize we aren't in a relationship so I'm not concerned about him not communicating. All I expected was an " I arrived safely see you when I get back"

Leo's are huge flirts and most of the time it's because we're getting attention. No way if he's into you at all that he won't be blowing up your phone...away with family or not. Ask him in a non-confrontational way why he didn't let you know he arrive safely. Then judge the weight of his answer against your instinct.

Sometimes I feel like he put me under a spell because I've never had hopes from a man who I'm still in the courting phase with.

He's back. And he wrote to me two days after his arrival. All he said was "hey I'm back" I haven't responded and I'm not sure what to say to him.

Updates: he sent me texts all day yesterday. He said he wants to see me and he's been wanting to do so for the past few weeks. He tried to make plans for us to see each other soon but I put it off because I'm trying to figure out if its just sex he wants.
