Libra guy totally confusing me!

I don't think he's playing you. He just sounds lazy or fatigued. As in the idea of going out and spending time with someone seems great in your head. Then you actually have to put clothes on, you get anxiety. And flake. Some people fall into that phase and there's nothing you can do. They're the flake.
Keep it simple on your first date. Just the two of you, if he cancels that's date then it's time to move on. You tried.

If a month goes by and he doesn't make an effort THEN you can write him off as being non-interested.

Sounds pretty different cuz I know that when I'm around certain Aquarius I just want to be around them day and night.
If you want to consider this Libra on a serious note, ask him how his last relationship ended. It was mentioned "...they get anxious and flake..." That may not be an issue now because it seems small and innocent but trust me it can turn into a major one moving forward into anything long term with a Libra that acts thinks that way.

I'm going to give up in this kid but it just confuses me because he put in the effort to tell me that we should hangout before I go out of town, he put in the effort when we were at his school, now he's not showing me anything.
