Imho ppl living on other planets en masse (100.000's) will be doable only on Mars.

The rest of the solar system isn't that suitable, the outer planets are gas giants, their moons perhaps, but it's difficult to imagine a submerged city that could accomodate even a few thousand on some Jupiter moon in the near future.

Pluto does sound like a nice prison destination tho. 😆
