Scorpio M Aqua F advice

I met this scorpio guy a year ago or so, we kept seeing eachother and flirting at parties, one time he invited me over for cuddles and i turned him down, things were a bit awkward after that. When we started getting along again i kinda asked him over and he rejected me, awkwardness ensued. We didnt see each other again for a while and when we did it was just a friendly "Hello, how are you" well lately we've been running into each other again and we're flirty again and if we're in the Same room, i can feel his eyes on me and he kinda follow me around (not in a creepy way) and i still feel like there might be something between us but i have no idea how to approach this thing. Maybe he is just being friendly and i'm projecting or something? he intrigues me and i would like to get to know him regardless of where it all might lead. I'm not sure if any of this made any sense haha

I can usually understand people well, but he continues to be a mystery and i have no idea what's going on in his head. For example i feel like he is sending mixed signals, like making out with a girl infront of me, but hanging out with me for the rest of the night (this happened one time tho not every time) So i guess my question is how to approach him? Or should i? Maybe i should just let things be and see where it goes? Or just forget about him?

Are Aqua and scorpio even a good match? I have a lot of pisces in my chart tho.
