sag/libra- question for the men

OK- I read the cancer/sag remarks- so now I want opinion. I am sag fem/male libra

We have great fun and laughter together always. We take jabs at each other in jest.Love making is great. Problem is this- he says hes gonna call and doesnt-this makes me angry. He says he is just tired or busy. OK- We see each other 1 oe 2 times a week. and speak at least every other day. He said- dont get wrapped up in him- I said ok-and backed off-then he says Oh this is why you love me. I said oh its why you love me too. Now he says- I cant love you. WTF- It only complicates things. So what is wrong with this picture- he says he has feelings but can hide his emotions. So what is up with him? Mind you, I will wait for his call most of the time but do not feel bothered if I call him. I want to keep him around. You couldnt possibly know when we are around each other and chat rooms people think we are married and a hoot. Is a guy is not wanting to get close do they shut down just like that or sometimes if they are falling for you can they make themselves stop? And if they are- how do you know- what are the signs? I just think I get confused about the man behavior. One week he wants to be with me more and some weeks he backs off. I asked him about thishe says well I like to see you a couple times a week but then he dont. Although his work is very physical.
