Does this scorpio like me or just likes attention?

I was interested in this Scorpio but he didn't seem to put in much effort so I stopped talking to him, when we walk buy each other we always stare at each other and play around and laugh like "what you looking at?". I purposely walk pass him and act like I dont notice him and he came behind me and I could hear his voice getting closer and closer. He said hey I said hey and then he took my hand and shaked it, I let go first and he said why don't I text him anymore (which is because he never seemed interested in me) but I told him he didn't text me either and he said it was my fault and I said "Ok" sarcastically and I went to class.

I then texted him a few days later and we had I guess a good conversation, he always seem to get information out of me I don't really ask anything about him because I want it to be natural and he always seems to say "what do you want to know". I told him I just want him to be his self and don't hold back. Then the next day I texted him and he ignored it. I seen him leaving to got to the bus and I said you cant text people back and he acted like he didnt get my text and said he fell asleep and I told him to text me and he said he would.

He didn't so I told him how when I do hit him up he doesnt want to talk and when I don't hit him up he asks why, I also said if you don't want to have our friendship progress then just tell me and he said what do you mean, are you trying to say you like me ? I said I did a lil and he said he was just busy, I then told him never mind and he was like well umm okay then. I said it didn't seem like he was interested in me and he said if I say so I said well if I'm wrong then let me know and he said he was just doing him and I told him alright I'll just leave you alone.

At homecoming I know he wanted to dance with me but he told me he doesnt ask girls to dance and I dont ask guys to dance. He came up right by me and I just kept dancing while he talked to his friends. While I was walking out the door he said hey and I said hey and he touched my hair.

He's always reaching out to me to talk to me or give me attention, but when I try to take a step forward he acts like he isn't interested. Whats his problem?
