How should I deal with a shy scorpio?

so I'm a virgo and I've been friends with this scorpio since last year. we just started going out about 2 weeks ago and I can't help but notice he's very passive. I feel like I'm supposed to be making all the first moves or something which is weird to me because I'm used to the guy always being the aggressive one in the relationship. My ex was a scorpio only a couple years older than the scorp I'm with now and he was very aggressive and affectionate right from the beginning. How can I get him to come out of his shell a bit?

I'm married to a shy Scorpio. When we began dating, he was scared shitless. He's a sensitive guy who had been very screwed over by a former fiance. I had to kiss him first, or it might never have happened. I think it's ok to take the lead a little, until he feels more confident. I'm not a Scorp, though.
