Does this Taurus like me or not?

We are in high school and met in September of last year. He broke up with his girlfriend of 2 years to get to know me better, but I wouldn't admit my interest in him so he went back to his ex. A couple of weeks later, he found out I liked him and contacted me again saying he hated himself for going back to his girlfriend, but wasn't sure if he was going to end their relationship again or not. Finally about 2 months later after contacting me on and off, he broke up with his girlfriend again because I told him I would not see him while he was still with her. He texted me multiple times a week telling me how much he likes me, misses me and wants to be with me, but always either cancels our plans or makes vague plans but won't commit to them.

Almost 3 weeks ago he texted me non-stop for 2 days telling me how much he liked me, etc. then quit texting me again out of the blue then started making veiled posts on Facebook about how he wanted to go back a month and have things back to the way they were because he knew he made a mistake. It was about a month ago that he broke up with his girlfriend so I assume he was referring to wanting to get back with her. I do not see them together at all at school and when we are all in the same room it is me he is staring at instead of her and he continues to stare at me and sometimes even follows me around, but I still have had no contact from him. Since we never actually dated, I feel it's his place to make the first move.

I don't understand what it is that he wants from me...if he wants to be with his ex, why is he still acting like this? I still really like him, but I'm tired of the games and just want him to make a decision.
