She's probably indecisive as to whether or not she likes you enough to date. Hence the mix signals, such as pushing and pulling. If she were hands down interested, she'd make time to hang out with you more frequently when asked. But right now she could be doing her own thing. She wouldn't want to lead you on, but essentially likes you.

How do you move things along with a virgo without pushing?
