Virgo Rising and Virgo Sun

Virgo Rising and Virgo Sun, do these two go hand in hand with each other? I understand that rising signs have to do with how others percieve you at first glance. So are they basically the same both sun and rising or is it split up between the two?

It means you are a double virgo. Welcome to tthe club of doubles. I have cancer rising and cancer sun. I am cetainly C raised to the power 2.

Ok, maybe I wasn't being clear enough or maybe just a bit complex to understand, whatever. Lets say then I have a Sagitarius sun and a Virgo rising. Does the Virgo sun characteristics apply to the Virgo risings? I'm confused with how this works.

And I only have one Virgo and four Sagy planets, so I guess I'm a Sag multiplied by 4, dang :/.
