is he for real? taurus fem/ aqua male/best friend

i'm a taurus female (may 2) and he's an aqua male (jan 30) and we've been friends since we were 10. he's pretty much gone through all my female friends/frienemies and they've all been gaga over him, all but me. over the years he's alluded to liking me, a fact that i've found uncomfortable, and have told him so several times, he has just shrugged them off, often going about his business only to come back again,even going so far as to trying to kiss me on several occasions, as well as various types of touching, i.e. lengthy hugging, "coy" hand holding and fondling, even, as someone mentioned on here, tossing me into a lake and pool after holding me. a little over 4 years ago, out of the blue, he tells me he loves me, after a pretty awkward, for me anyway, phone call, something, as far as i know, he has never told any previous g/fs, and he keeps telling me this every single time he gets ready to get off the phone with me. around that 4 yr mark, i start pondering all the "what ifs" and "test the waters" so to speak, and call/email him more than our usual, or accepted, once/twice yearly conversation, and when i finally do manage to catch up to him, he's kinda pushy, the good old aqua disappearing act. when i backed off, he bombarded me with more than 4 phone calls within about a 6 mo period, and his inviting me to one of our mutual friend's wedding, i went by myself and even sat apart from him, and he then attached himself to me afterward. by this point i could care less, as i had moved on, considering him not to be up to snuff with my relationship criterion. nevertheless, every time we talk, somehow, sex comes up, usually from him, as do romantic relationships, "are you with anyone", which i let him bring up, most recently, him asking me about kids. i couldn't speak to him long as i was busy, and said i'd call him back, and when i did 3 days later, a date given to me by him, he still has yet to return my phone call, again. and again i'm soooo confused. some advice from the panel. btw, a frienemy/ once best friend of mine once asked me, and she asked me this several times, if i would be interested into being in a relationship with him, i responded the same way as i always did, i didn't want to ruin what we have as friends because i am a totally different person in a romantic relationship and because i know his lousy track record. i know it got back to him b/c we were frienemies at the time. oh what to do what to do... info and input please.

oh and i've also met his entire family, and a whole host of his friends. his parents have glued themselves to me, for some reason.
