A Capricorn with some Aqua/Sag in her chart? Or maybe an Aqua with some pisces and aries placements...

IDK much... but means they are in western hemisphere of a chart.. Got this basic explanation from http://www.astrotheme.com/planets-distribution.php

The Western Hemisphere

It is the world of other people and of relationships. The native needs fellow creatures in order to reach harmony. He pays much attention, sometimes too much, to other people's views. A prominent Western hemisphere inclines towards extraversion and sociability.
