Meaning that one planet is at (for example) 10° Aquarius, and
the other is at 10° LEO... the 'orb' is 0°
Cusp is as you said: the anaretic degree, which is 29° of any
sign, iirc... or the *last* degree of any sign.
Imo, though-- the actual Cusp is when a planet is literally
inhabiting both signs, simultaneously, as it moves into the
next one.
Until then, it's one or the other.
