Actually I already thought about if i am the one giving mixed signals but the only guys I've ever dated were a Leo and a sag and these guys were way more straight forward ?

Yup! As I read it, I thought the same thing. At first he thought is was gonna be a friendship and sex but then you invited him over and didn't deliver. It seems like you're wish washy and don't mean what you say.
Kind of all talk- No action. Aquas aren't forward as it is, so this is disappointing to them when they get excited with no end result.
I think if you just stick with the friendship it may end up turning around but you can't back out of stuff that you are putting out there.

To be 100% honest. It seems like you like him in more than a "friendly" way and if you pursue the "friends with benefits" thing you will get your feelings hurts. What's your idea of an open relationship.
A leo and a sag are going to show you a lot of attention, warmth, and chase you even in a friends with benefits situation.

Doesn't seem like he is giving you mixed signals. He is being friendly towards you and respecting the wished you expressed (not to be in a serious relationship).You basically told him not to get emotionally attached to you so he hasn't.
In my experience Aqua need pretty concrete emotional direction and he probably feels like you gave him mixed signals. He seems pretty consistent in this situation.
