Being a Cancer were used to being only ruled by the Moon. I can see your point. None of these guys who wrote about the triplicity rulership were alive during Plutos discovery... Been dead thousands of years ago.
But if you count the order of the planets from the Sun Leo you get this...
Sun - Leo
Mercury - Virgo
Venus - Libra
Mars - Scorpio
Jupiter - Sagittarius
Saturn - Capricorn
Uranus - Aquarius
Neptune - Pisces
Pluto - Aries
Venus cant be more then 2 signs away from the Sun...Libra from Leo. Mercury cant be more then one sign away from the sun-Leo towards Virgo.
Could Aries be the one who is really ruled by Pluto?
I think Mars is the ruler of Scorpio. Not sure about Pluto.

Any traditional astrologer will tell you Uranus, Neptune and Pluto are beyond any dignity. Trad astrologers tend to ignore those planets completely.

Essential dignities were considered indispensable in delineating a chart. However modern astrologers tend to not pay attention to essential dignities except domicile rulers. Modern astrology has substituted Uranus, Neptune and Pluto as rulers of Aquarius, Pisces and Scorpio respectively.
I use essential dignities when delineating charts, so I stick with the traditional rulers. But I don't think we should ignore Uranus, Neptune and Pluto completely. They definitely have an impact, even in natal charts.

Who really rules over Scorpio? I question this cause Mars rules over the element of water...its the only planet thats masculine and nocturnal at the same time.
