Should a planet in the 1st house be considered the chart ruler?

Or still the ruler of the sign in the cusp of the 1st house?

For example, I have Mars in the 1st house but Gemini is my ascendant.

Should I consider Mars or Mercury as being the chart ruler?

You always consider the closest one to the 1st house cusp

Mercury is your chart ruler

But planets conjunct ascendant are very important

I dont have any just a mutual reception between Mercury and Mars.

I was reading an article about how to find your destiny in your natal chart and it said to look at your chart ruler...This is why Im asking this

I don't really care about the chart ruler, cause it doesnt seem to really matter...but the planet on the ascendant is the most important of your chart, almost definitely, unless theres something extraordinary in another part of chart.
