Twins - how come they aren't simular

I was wondering - twins are born at the same time. Would mean their signs, houses and asc are the same, right?!

Now how come they have so different personalities?

My husband told me about two twin brothers, one can't stop blabbering and the other one is very quiet?

Ascendants change degrees every four minutes and a twin delivery could take more than few minutes apart. So House cusps can change. And aspects to angles could change. Also one twin may choose to exhibit the negative traits of a planet. And the other twin may exhibit the positive traits of a planet... Good twin/Evil twin.
