Are Capricorn men slow to make a move?

I have been flirting with a Capricorn man since a few weeks now, we see each other a few times a week, never talked, lots of eye contacts, he smiles, I smile back, there is a tension/attraction between us, I think we both can feel that, still, nothing is happening... Any idea why?

He started the whole flirting thing, one day he turned back while he was walking in front of me and flashed a big smile on me, so ever since he is doing this smiling thing every time he walks by, he turns his head my direction and smiles, I smile back, I keep eye contact, then repeat the whole thing ...

I was away last week, so we didn't see each other last week, I saw him today, it was obvious we were happy to see each other again, it was super hot the whole situation, like we almost say something to each other, we maintained good, prolonged eye contact several times, still NOTHING... this is crazy...

I am a cancer woman, so I am also cautions by nature, I don't mind flirting a bit, but there is no chance I will make the first move here... But can I help him with something to make a move? Or just be patient?

Can a Capricorn man tell me please what is going one here? What are his intentions? Is he still analyzing the situation, just looking? How long this will go on until he will say at least hi or something—

What happened? Any updates?

Well, everything is more intense, we are saying hi, smile at each other more, keep eye contact longer, like if we have smiled each other once, now we smile at each other at least 4 time during that one hour we meet, he even winked at me last time we met but that's it, not other action... so I really don't know... I was thinking of approaching him, ask if he would like to talk one day, but I have no idea if that would be a good idea or not...
