How can I persuade this Cap man to commit to a relationship?

Hi everyone! There is something I need to know about this extremely cute and handsome Cap man. Sorry for my English if it is not 100% correct.

I know this guy since three years. Some background information about him. He is 31, and I am 25. He is currently working as an account manager. He completed his bachelor last week (his 2nd study). He lives in the same city like me. We weren't friends, but we have mutual friends and I know some of his family members. 9 months ago he texted me first out of nowhere on my birthday saying happy birthday, how are you?, are you studying? etc. I was surprised, because I had no idea he would knew my birthday because we weren't that close. This was on 1. July. And so our conversation went on like this for a month or so. I found him very attentive and very cute. After a month we decided to meet somewhere outside. There was an instant attraction. He was very standoffish, which gave me a creepy feeling at first 😉 But I could sense that he liked me a lot. He was giggling and was listening carefully and watching me with an intense eye contact. After I came back home he texted me saying: we had a nice time together. I said that I liked it too and added that I liked his physical appearance, his eyes, posture and laugh. After I said this he opened up saying your face is beautiful, I like the way you talk, and you come across as a natural, down-to-earth girl.

In the following months after he became aloof and was not texting much. But I was patient and texted him every now and then. And sometimes he took the initiative to tekst or to call. One day he asked me if he could clean my car( his father owns a carwash). So he did. Last week he cleaned my car again. And every time I meet him I can see he likes me A LOT, but he won't make any active move to commit to a relationship. It's been 9 months since our first talk on my birthday. Shall I make a move next time I see him by asking his feelings about me ( because it is Obvious), or shall I wait for him to act?

Also I asked him frequently to go to eat and drink something together, but he won't. He has cleaned my car a few times. I think the reason behind this is that he wants to make himself really useful, like cleaning my car, fix something, etc. All these manly things🙂 It's very cute and everything, but I want more.

How can I persuade him to go out?

And should I make the first move by opening up my feelings for him and ask his feelings?

You've asked him to accompany you to grab something to eat together but he declined? 🤔 No. I don't think you should "make the first move" because you actually did but, he declined. You might be reading into this/what you believe he feels for you, more than what it actually is.

You can’t “persuade” a Cap to do anything.

We stubbornly cling to functioning on our own terms.

Be a friend. They’ll come to you if interested.

We are very good friends indeed. Thank god I am someone who is busy with other things in life. I don't need necessarily a man to make my life better. Maybe in future something will happen. If not, it's not the end of the world. Thanks for your comments, I really appreaciate it xxx
