This Cap doesn't want a relationship atleast not with you... sorry...if he wanted more he would initiate more but it seems he likes you and likes something about you, could be the fact that your naive and sweet, sex, kisses can't really be sure but it seems you may cling on to him and his words when your around him so he may not want to pursue a longterm relationship. If you like him, stop making out with him, stop sleeping with him if you are and tell him what you desire, give him a chance to process that. Stop playing his game and be upfront about your feelings and intentions thats the only way to know what he truly wants.
