A staff member down a placement I was living at said it to me.

Again, I think it depends on the context. Were you just passing in a hallway? Talking previously in conversation? Any coy smiles given to you? All that stuff matters if you're trying to figure out what the person meant. It is usually a good compliment, I think. Perhaps a hint of attraction.
