I don't know if I could do a LDR, but if I did I think that would be the best gift. It would depend how serious the relationship is though. If you guys have been together for a while you should be able to gauge him. If it was me and I really cared about the person nothing would make me happier than waking up that morning to them ringing my doorbell.
If that is not possible, find something that would let him know he is on your mind. We like validation.
A bouquet of flowers! Women often receive flowers, why not give your guy one for a change? 🙂
No one should just give a bouquet of flowers for anything, it's too standard. If you want to give flowers to someone you have to make it special too.
For instance, this past January at my ex's birthday one of the things I gave was flowers but you cannot just come home with flowers. I left work early when I knew she'd be out with the kids. I got some flowers and started knocking on neighbors doors. Now, fast forward to that evening. We were helping the kids with home work and making dinner. There is a knock at the door. I asked if she minded answering it since I was in the middle of English homework. When she opened the door there were four families there who all shouted HAPPY BIRTHDAY and each of them gave her an individually wrapped rose. When she picked up her jaw, I thanked the neighbors and they left. She came back into the kitchen and I was there with a matching rose and each of the kids had a tiny heart with candy in it (hooray for birthdays near valentine's day). I had not said a word about it being her birthday yet and while she was thinking I had forgotten she hadn't brought it up either. She couldn't stop smiling if her life had depended upon it.
Doing that for a woman = good.
Flowers for a guy = ehh.
I definitely agree w/ LibraSid & PandorasBox: just be there. If the Gem I've been cat & mousin' doesn't flake on me and actually shows up to my birthday, her presence is all the presents I need.

Get a flight to the city he lives in. Take a cab to an approprate hotel. Have a message delivered to his work to go to your hotel room leaving no details as to what is happening. Have the front counter give him a key to the room. Stand or sit in view of the door wearing either the sluttiest thing you can find or nothing holding a bottle of his favorite alcohol. Tell him the rules of this particular drinking game is both of you have to take a shot each time one of you cums.
Proceed to blow his mind until sunrise.

Thank you for your ideas! I should say though some of them made me laugh lol!! I do agree with the showing up thing as thaqt will blow up my mind. But umm I'll give it a thought 🙂
honest answer. libras like things that are nice and useful, but that we wouldn't buy ourselves. we like luxury, but most libras i've known have been pretty damn cheap too, so we prefer luxury be on someone else's dime. find out something really nice that he'd like.
but the very most important part is (a) do your research to discover what would be perfect for your particular libra and (b) have no expections of him.
example...a libra male i used to know, the perfect gift for him would've been super high thread count organic cotton sheets. i imagine he'd like a color like ecru.
libras are very sensitive to cheap. it feels bad on our skin, doesn't taste right, smells all wrong. it just makes us uncomfortable. so whatever you do, don't do cheap. whatever you decide to get him, make sure you get him the nicest and best type of it that is available. if you cannot afford the best, you'll need to find something else.
