this is a body language question, not an astrology question.
most basic translation is that he consciously or subconsciously really wants to kiss them. and probably a lot more than that.
see if his glance ever skims further down. it'll only be a moment, then they'll go back up. but that basically means 'omg, let's just bang right here.'
btw, he's probably been doing that for a lot longer than you've noticed. the fact that he's doing it a lot, and now you're noticing, that means that he's probably been thinking about you a lot. the kind of thinking that requires cleanup.
