Well he certainly is interested in you otherwise he would not be speaking with you and I do venture to say that, yes he must consider you a good friend, but he isn't necessarily going to push too hard for fear of losing you either. Maybe he is waiting to see that if some point you will reciprocate? Libra's can wait a very long time (yes even many years), especially if unsure. They have a lot of patience for someone they like.
