What Does This Libra Man Want From Me?

I am a Virgo born in mid-September. Pretty much everything that they say about my sign is true; I'd say about 97% of what Virgos are 'known' for. A year ago, I met this Libra guy born in the first week of October. When he and I first met, he would text me every day and invite me over all the time. We actually live in the same neighborhood. After hanging out several times, he pretty much fell off the face of the Earth. He would ignore me and would try to avoid me at all costs. For a year now, it is a constant back and forth. One minute he wants me to hang out with him and talk about the future, the next minute he wants nothing to do with me.

He is kind of a 'play boy'. He invites tons of women over and I can't get mad at him because right now we are just friends. I will see the same girl a max of 3 times before a new girl comes along. In the end, I am still the one he runs after. He follows me on social networks all the time, tries talking to my family (I live at home still), and wants me to hang out.

The reason why we are just friends is because of our age difference. He is 15 years older than me. I am in my late teens (legal of course) and he is in his early thirties. He wanted to wait until I was 20 to date me because he would feel weird dating someone with "teen" in the age. Now that my birthday is in a couple of months, he has opened up to me more about himself. However, he is still seeing other girls. Last week, he told me "I just want to be friends for now until your birthday without you freaking out". I freaked out on him MANY times over things but he still keeps on coming back.. I thought libras didn't want drama and they don't want to be around people who give them a hard time?

Why out of the MANY girls he dates, why does he keep coming back to me?
Why is he coming back to me when I gave him the most drama out of any other girl? Don't Libras HATE drama?
Is he serious about wanting to date me?
Is there a way I can get out of the friend zone?

I am so confused about him. Hopefully y'all can help me out.

One, fuck. That. He's chasing after you because he knows you're too naive to know better.
Two, why can't he go after women his age? You do realize that him chasing after you is him being a total perv? It is not a compliment to you at all, sorry.
Three, even if there wasn't this disgusting age gap, he's keeping you around as an option. A very easy option. One he will likely use to sleep with and move on.

Go find someone your own age who isn't practically a pedophile. Something is wrong with men like him. You always have to wonder wtf his problem is that he has to go after teenage girls and not women his own age. If women his own age don't want him, wtf makes you think he's for you?
