If you have to travel out the country (USA) to go attend a funeral in another country, but you have to get a passport. If you present the passport agency the funeral information, would that be considered a life or death emergency and qualify for 72 hour processing??

Have anyone done this before?
yes, it would seem so...

quote from site, "Call us to make an appointment for emergency passport service in case of a life or death emergency.

Life or death emergencies are serious illnesses, injuries, or deaths in your immediate family that require you to travel outside the United States within 72 hours (3 business days).

You must provide all the usual application documentation in addition to proof of the life or death emergency. "

From the United States:

even if you are traveling and your loved ones die, they will even grant you free travel, for example you are traveling the united states, or England or anywhere, and if your closed ones die, they will give you a new schedule to fly out immediately without any extra expense. but not if you are NOT traveling of course. (edit for errors)

If you are at home when this happens and they are in (your loved ones) in another country then you have to pay for expenses to travel. That's why it's important to always have either 1) credit card emergency that will pay for a two way fare, up to 5 thousands. OR 2) you have money stashed for in case of emergencies. The first option is that many people don't have that much money stashed for emergencies so, therefore credit card loans will help you out. You worry about paying the debt later. Your main concern is you getting there for your loved ones.

this is why people need a job/income in case something happens to family members. And very important if the family members have insurance or the family and friends also end up paying the funeral costs. You want to make sure your family and friends don't suffer either. and you want to have it easier for them when you leave this life.
