I think he escaped from two or three prisons in movie escapes, i vaguely remember a tunnel and a motorbike to get down that tunnel and out on the other side of the fence.......
It also could be a jurisdiction issue, being wanted for organizing and running drug trade in NE US where the money is (read, addicts, hipsters and recreational drug users) as opposed to "closer to Mexico" where business doesn't go as smooth.

Why was his trial held in New York and not a state closer to Mexico?
My bf raised this question and I didn’t know how to answer other than I thought he was sentenced in Colorado but escaped the high security prison there already (though I may be thinking of someone else).
