like a dog you've never met? let it smell you first, duh, then treat it like its part of your pack and it will do the same

or do you mean like how you greet your dog when you get home? if so, lots of attention and kisses 😄

Lets say i'm walking through central park (not NY) and dogs are constantly running up to me and look. What do i do? Or if i'm sun bathing and a dog runs up to me and just stares into my eyes? WTF do i do?

Since you can't always tell when a dog is friendly (except a wiggly puppy maybe), act with quiet authority. I wouldn't try to pet a dog I don't know. If you are walking, this is easier than if you're on a blanket sunning. In that case, just say "git" or something stern, but don't act loud or excited. Personally, I love dogs but I think its irresponsible when their owners let them run off leash.
