Help with Libra Man

I have a question about a Libra man I have been seeing for 7 months. He's very affectionate, attentive, sweet, etc., though we haven't yet exchanged I love yous. He recently moved to a new city for a job promotion. We planned to see each other still and everything was fine when he left. We kept in touch and then I gave him some space while he got used to the new job. I know it is hard for him to totally focus on more than one thing at a time. 😉 After 12 days I texted him and wished him well on the new job. He did not respond and it's been 8 days. That is long for him, and texting is our primary way of communicating. I'm wondering if his lack of response is: 1. he's being passive aggressive because he thinks I was ignoring him, 2. he's totally focused on getting used to the new job/city or 3. he's fading away. I'm just not sure what to think. We are emotionally very attached to one another. He's a bit of a loner who has a hard time trusting people though he always says how much he trusts me. What do you think? He does get tunnel vision (his words) when he's focused on something. Should I reach out to him again? Our last conversation was really upbeat and we were planning a trip for me there January. I really need insight from some Libras on this.
