Love Forecasts - Rising sign significance..

Hello All,
A small question for you knowledgeable folks. I am a Capricorn with Taurus rising. I read that Taurus has great love prospects after 11-Aug this year. Will I benefit from those? I haven't really been lucky in love in the first half of the year.

My question was more generic in nature - how significant is the forecast for rising signs as far as love/relationships are concerned?
