He either 1. Lied to you about spending time with another girl to provoke jealousy within you or 2. He was dead serious; Even if he does still love/care about you, he STILL made the choice to go on a date with another girl. This guy probably doesn't want you anymore, BUT he also just doesn't want anybody else to have you either. People get like that sometimes; they get possessive, jealous & expect for their partners to remain loyal to only them even after the relationship is over; and some men STILL demand loyalty even if they are the main ones making an effort to move on & see other people.
If you 2 are no longer together, there shouldn't even be a discussion about who you can see from this point on. Yes, most people would hate to see their partner moving on so quickly b/c of course there's always the question of whether or not that person was just probably cheating on you the whole time anyways.
If he doesn't want to be with you anymore, there should NO longer be any discussion or thoughts of entertaining his "rules." Just like you know, he also knows that you 2 probably just won't end up working out BUT b/c he's not fully over you yet, he still might want you around as a PLAN B. And when a guy intends on keeping someone as a plan B, it's b/c they want to make sure that person would still be available persay their relations with other people don't end up working out. And if this is the case, you should move on
