Birth chart

I'm still not 100% sure about my ascendant and whether it's Pisces or Scorpio. When I did my birth chart from Cafe Astrology I've noticed that there's this 'time zone' box, does it mean the time zone of the country that I was born in? Do I need to reset it or is that automatically done depending on the country/time of birth? The reason I'm asking is because when I put in all my birth details the 'time zone' just comes up as -8, then I have pisces rising. However if I reset it to the time zone of my birth country which is +8 then my rising shows up as Scorpio..

Really confused, someone please help
