Confused over a Scorpio Man's actions...

I have a Scorpio man that has been flirty with me for about a year. Knowing how Scorpios are, I was his friend and had great 'come backs". After seeing him with suttle hinting, aka, "me catching him glaring at me", "him focusing on me" and offering me his food in a silly way, I broke down and wrote him a sweet letter explaining that I would like more. He hasn't called.. I stopped by the gas station by his work ( thinking he didn't see me) yet as I was leaving, he came out and said "hi" to me. I am curious ,if he cares for me, why hasn't he said anything to me? I am crazy for him.

I spoke with him today and he seemed a little sweeter than he usually is with me. Almost a more relaxed version. Still no word about the letter or anything tho.😢 should I move on or give him time. How much is too much?

Just saw him and spoke to him today. I acted exactly the same as I always do and he was extra sweet and comfortable with me. He even mentioned giving me back my dishes ( I sometimes take food to him) in front of my friend and was a tad flirty about it..
