Not speaking for anyone else, but I will say your eyes say a lot about who you are and some people are open books through there eyes. Some you can see pain others you can see insecurities, even from anger to happiness which triggers emotions for myself having conversations on a deeper level and it helps me understand them better. Not just for them reasons but most of the time the stare isn't a bad thing we are just sizing you up making sure you don't have bad intentions that will affect us in any way, we usually go through a lot and pick up and know what to look out for so we don't make the same mistakes and end up back down the rabbit hole lost looking for a way out. "Eyes are the window to the soul" Look back into theirs and see what you can't pick up about them if anything. Never met another Scorpio that i can read from just one conversation you have to get to know them and there eyes will lighten up on you.
I relate 100% . It has worked well for me. I'll briefly look away a bit sometimes so the person I'm talking to isn't too uncomfortable, but I have no problem with very direct eye contact with people and, if, acting totally naturally I will not break eye contact much at all. I love it when someone can do the same back. Very different than trying to stare someone down to show dominance - that has a different look and feel to it.

I worry people see too much in my eyes. But I love staring into others eyes. I am usually the one who gets uncomfortable with the eye contact and breaks away. I hope people don't view me as shifty as I tend to look away a lot.

I know that some people prefer to wear sunglasses to avoid having their eyes read. Probably if you come across as shifty you'll eventually be told that you do, but likely because you're consistent about looking away a lot, you don't come across that way, but you might come across as shy, and/or a bit naturally nervous (sensitive), which isn't bad.
