He intended to make plans and got distracted. Totally understandable. Sounds like he isn't thirsty. I'm well aware of how Scorpios are. Which I why I'm suggesting reaching out. Show interest. He got distracted because he wanted to. If he wanted plans to happen he wouldn’t be distracted even if bomb went off near him.
Reaching out and showing interest will only get her as far as reaching out and showing interest.
If he wanted to have something accomplished he would reach out and show interest himself. Because that’s how Scorpios are.
You can’t win them. Unless they WANT to be won.
