Would a Scorpio man test you this way?

Hey everyone! So, I know this Scorpio guy and we're pretty close. I mean, he's told me his biggest secrets kind of close. And I know he's interested in me- he's made that evident from time to time. But so far, he hasn't really made a move. Being a Scorpio, I won't make a move either 😛 Of course, like every typical pre-romance story there's another girl and she really likes this guy. I know this because she flirts with him in public, pulls his cheeks ( and does other,more cheesy things)and constantly craves his attention.
This Scorpio guy doesn't really push her away and though he told me that she's a close friend, he doesn't really like her. But he receives all this attention without any kind of objection.

So, Scorpio men, is this a test to see how I handle her presence? Is he trying to test me to see if I trust him and the things he's told me? Or is it a test to see who really likes him and will go down all guns blazing to win his heart? Help me out please?
