Call him for a change? Invite him out, do nice things for him... Be the one to initiate everything? Not too complicated to figure out. If you want a more detailed answer, provide a more detailed inquiry. The fact you put "friendship" in quotes tells me one of two things. Either you don't see yourself as his friend, or you thought you might mean more to him than friends. How am I doing? Am I close? I'm a guy so I get a lot of stuff wrong, but I believe I'm close in this case.

It is passive but since it is just friendship why would I want you to take care of me..So this right here is stubborness and one has to communicate that...Because literally you have two stubborn people... One is more stubborn and likes a balance nature in contolling a certain situation.
