When I don't talk back I'm not interested.
He talks but is very closed in. Everything is in his mind. He's never been a conversation starter.
As VirgoFlirt said he may not be interested or he may not feel comfortable enough to take your conversations to the next level.
How long have you known him?
Insult him a little bit, imply that he's dumb
