Are capricorns prone to be socially awkward

Im a capricorn and i have alot of friends and connections .. but everytime i go out and meet new people or am in a public setting with alot of people i have to talk to i get extremely shy and socially awkward .. smoking weed makes it 10 times worse .. but even when im totally sober i cant seem to just calm down and join conversations .. i sometimes stand out as being awkward ..even though im usually the best looking person in the room

Not a cap thing, a social anxiety thing. I had it extremely bad when I was a teenager, the things you mentioned but also things like public speaking, talking to teachers and being introduced to people.

I agree with this comment. When I was younger, I would just watch everyone everywhere. I studied almost every situation. Learning to understand everyone's ( logic or feelings ) has placed me in a better understanding of this world. Thus I have learned to intervene almost every social event or social circle. There's power in networking. Always remember, you will not fit in everywhere. But never let that stop you from trying.
