I am confuse....

Aquas are really slow to fall in love but he seems a bit possessive of you so, probably he is fond of you.
I'm sensing warning flags with that guy though, unstable and insecure Aquas are dangerous unless you like having your life turned upside down.

Or maybe he has a lot of virgo placements. If that's it, I'm sure he thinks he's helping. Virgos are critical like that, but they only point it out because they want to be helpful.
He may have a crush on you, but he seems like a waste of energy. After a year and he hasn't made a move? Aquas usually aren't THAT slow. Then again, maybe he hasn't been given the "green light" that you're interested.
You can try planning an outting with all the coworkers, like a drink after work, and see if he shows up. Get to know him outside of work.
I'd just beware of guys that want to tell you what to wear...that's the beginning of possessiveness and controlling behavior. I'd come right out and ask him why he cares what you're wearing and he's making these nitpicky comments and see what he has to say.
