You have to have your location and time of birth to accurately define your houses. If you don't have your time of birth, you are not going to know.

everyone's houses are different because of the time they were born and which planets fall in them
example -
I have three planets in the 12th house (ruled by Neptune) but my planets and the sign is in Libra (Venus).

maybe you read this:
"Pisces represents Scorpio’s fifth house of love and sex."
meaning Pisces is the 5th sign/house starting from Scorp as the first.
