For example you are Capricorn, the sign that is seventh from you is the sign that balances you(cancer).
Just like Libra is the sign that balances Aries.(7th sign from Aries) ..
Or Taurus is the 5th sign from Capricorn, and we see so many Caps going crazy over Taurus :p hehe.
But regarding your question... IDK 😄 I'm sure it isn't so! ☺ ..

SIGN RELATIONSHIPS.
Everybody gets to play everyone on the wheel of life and its all based on spatial and compositional criteria. In Astrology the eternal circle or rather spiral is composed or divided into twelve equal sections or spatial areas, each with its particular energy or composition.
Space one begins it all and is what gives Aries its initiatory nature. Space two concretizes the actions of space one and is what gives Taurus its solid or earthy nature, and so on. It is the space or sequence which gives a sign its quality or nature and the same principle applies for numerology. This means, for example, that whatever occupies space five or is fifth in sequence, for example, will have the nature of Leo.
Every sign is equally important in Astrology and plays its particular role according to its position or space in the zodiac. Every sign also has a special role in relation to every other sign. This also is determined by spatial sequence or configuration or "aspect" as it is termed in astrology. Every sign plays an equal, superior, or subordinate role to some other sign, without exception.
Below is a table showing the role each sign plays with each other sign. This can be on a Sun sign level, Moon sign level, or any other mutual or inter-functional comparison.

For instance, according to them, Libra is apparently ruled by Earth...which lead me to believe that they were into heliocentric astrology. But then I read that leo was still ruled by the sun, according to them. So this is quite exciting.🙂

You can't separate houses from signs. Neither planets
Your post remember me those horoscope sites that says: Pluto is in your first house all year bringing you transformation in your life.
I laugh on it. That's not happening.
I've to read 3 horoscopes: Pisces (ascendant), Aries (since Aries is in my 1st house) and Capricorn. Never read my moon sign. To get to the point.
Being Pisces & Aries the more assertive.

I was surprised to see Libra up there. Scorpio is not a ruler of mars (co ruler) according to that website. 😕

The cusp of the 2nd house is in Aries and catch Taurus there. Taurus starts my 3rd house cusp. and so on.
You are Cancer ascendant, so Cancer starts your 1st house and any matter concerning the first house is ruled by the Moon. And... you have the Moon in Scorpio.
Let's says I run away from Pisces sun women. Don't like them. They're worst than Cancer. Very worst. My opinion.

The moon is your reaction. Without action there's no reaction. It also mean action from other people or events like traffic jam.
Reading your moon sign has no effect in your outside life. Just in your feelings and you don't show your feelings in public.
The horoscopes are created for action. Even the Vedic astrology is based on action not reaction.
No one can tell you how you'll react.
Are you trying to become astrologer? Your Mercury is in Pisces (9th house) you like to learn.
