Neptune Retrograde + Atlantis?

I was looking for Saint West's birth chart and I ended up reading about North's placements, and I read this "Especially the Neptune retrograde implies that a person has lived at least one life in Atlantis". http://hollywoodlife.com/2013/06/22/north-west-astrology-chart-kanye-west-kim-kardashian-baby-name/

I don't think I believe in past lives, but this is a little weird to me because my neptune is in retrograde (capricorn 20°36'53 in the 9th hosue) and I've always felt connected to atlantis for some reason.

Do you know anything about neptune retrograde and the connection to atlantis?
