What does he mean by the following:

I asked if he liked me
He said I don't not like you—

I asked why he was helping me (try to be less anxious)
He said I don't not want to help you—

I'd say he feels sorry for you and is trying to be polite

He likes you, but either doesn't like you "like that" or he doesn't know yet if he likes you "like that".

Sounds like just friends for now. Who knows at this point...

What was the context in which he was helping you— Was it a favor for someone? Maybe an obligation of some sort? These are the sorts of details that would help us (not to mention how long you've known each other and your prior relationship, if any - sorry if I missed a post elsewhere on the matter).

I also involved with cappy guy. My advise is, just be friend with him first. Slowly.. very slowly he will open up with you
if he likes you. They will not say I like you, but you will notice the way he treats you. He'll be very caring. However, sometimes cappy man can be sooo mean. They will ignore you for few days, then come back again to you. Just don't let his behavior effect you emotionally. Be happy and follow the flow (if you also like him). PATIENCE is the key. Don't rush and support his ambitions and dreams.
