Some are. Some aren't. That's a general question. If your Leo has a venus in Gemini, I wouldn't bet on it.

Second of all, if you notice, Gemini and Sagittarius are opposite signs. it's either LOVE or HATE. These are the ones you ignore or humor. He (or she??) obviously just wants to get someone's panties in a bunch.

Your Pisces moon and your mans Scorpy moon are compatible. Being that he is a Leo with such a strong moon sign I'd say he is extremely dominant and emotional. I could only imagine how a Scorp moon would play out with a Leo sun. Say for instance if he ever decided to be open about his feelings. Being that your such a watery Gem yourself this could be something you understand. Having Venus in Virgo is good in the sense that it keeps him more grounded. He may be very picky and have a idealistic streak when it comes to relationships. I based that on the placing of his moon and Venus. I would definitely call him faithful and would advise you take him seriously. Especially if he has cap or cancer rising. Although I am sure you already do.
