He's in love with you he said but doesn't wants to commit after a year? Sincerely you should be worried that is odd behaviour. Are you exclusive? He might be seeing someone else.

Saying " I love you" is a big deal.. Leo's are very loyal once committed.

There's also the fact that he knows how to play you now... He knows you'll come back if you play games by "breaking it up". If you go that route make sure.. You're done. Good luck.
This.

1) No one, not even women, like to be pressured if they don't want or are not ready to do something.

I hate that shit.

I understand your feelings of impatience but take a moment to step back and stop being selfish for one moment.

If he wanted to do it he already would have. You pressuring him wil not make it better. I've seen this happen.

My friend did something similar and since then they have always have problems.

Realize. Yes, you may be able to "pressure" him into a relationship but then what?

You will always wonder did he get into the relationship because he wanted to or because YOU wanted him to. Trust me before my friend did it I TOLD HER you will be forever insecure after this about his feelings for you and she was. Ok not exactly like that but similar.

It's just like women are annoying about something like flower giving.

Scenario: girl wants flowers. Boy doesn't give flowers. She pouts until he ask her "What's wrong?" Girl "I want flowers" (oh and my favorite "oh nothing" *eye roll* just say what you need goddamn it!!)
Boy "ok well I'll get you flowers"
Girl "no but I want to want to give it to me and me not have to ask for it. You have to read my mind and do what I want WHEN I want"

Get it?

Grow up. Grow some self-esteem. Have patience. Have some dignity.

But mainly GROW UP.

Trust me coming from a naturally impatient sign who had to learn the hard way. It is much more satisfying to receive something when someone actually wants to give it to you.
